To what extent do you find utilizing international Proj Management frameworks suitable for big construction projects in uncontrolled environments?

pmi framework is especially needed in such environments:  identify known and try to guess what unknown risks can occur, plan for risk response and train the team , use Earn Value methodology to asess project progress

Frankly speaking , no rules or no frame works can be effectively applied in " uncontrolled environments " for any type of project. In uncontrolled environment, local conditions and / or norms prevail over all the logic . Thanks for the invite.
