Most rapide authoring tools like Adobe Captivate, Lectora or Captivate Storyline provide you with the option to export a course package for the so-called Tin Can standards. It is also known as xAPI.

Tin Can API is an API that allows other software to track many different types of learning activities. Use an authoring tool that supports this API and publish your course accordingly.
