In this context refers (Young, 2005) to the nature of planning, said: "the process of creating a kind of system planning and a clear case of the chaos that has created a complex environment in which it operates, so facing a permanent change, and describes it as a group activity in which everyone in order to stimulate the Group strengthened Tmaschke and creating a team to do its utmost to implement the set plans, such a commitment will be essential to the success of the project, and prepare you for the plan yourself and then try to get everyone's approval it will be a long process and does not create a sense of commitment among team members as 

Re-search is a process that aims only to develop projects in order to facilitate and efficacy to get to a better result

A planning project (feasibility studies, planning with detailed design, specification, schedule and cost) must  have its intended output. The cost envelope of planning project is defined/calculated with respect to the intended output.

 

In research project, cost is to be incurred  for an expected output/ solution/ finding  but you may not get the result /output at all i.e expected output / result may be zero. If so, Research is undertaken again to find the clue so  that you can align yourself to right direction
