In my opinion, the HR Manager or company Training Manager must strictly abstain from accepting any gifts from agencies. As they say - nothing comes for free. So, if the vendor is showering you with gifts - they would eventually be expecting you to twist the decision making process in their favour which would be completely unethical!

It is normal practice. Small gifts are OK
