A lot of saudi youtube channels started taking english videos and add their own commentary to it and re-publish it as their own, should others follow?

I'm not talking about stealing content, In this case; they take the promotion video that explains the main features of the product and then add their own commentary to it, the video published by the company that introduced the product. not other Vloggers ( Video bloggers ) 's work, is there really a need for that content ? if so, and there is a way to make good money out of it, is it recommended to follow their steps or is it better to introduce new content entirely ?

Yes i think others should take a note since it is not everyone who is good in english. So whenever a person view a video on his/her language he/she will be able to understand better.

Ethical and moral obligation is not to take or give bribe because every body is in need of money. Better work hard to earn money from legal way and source.

If the content is just being dubbed it is fine. In fact it is a great way to create awareness of culture and traditions. Yes, it does raise the flag with copyrights but if it's an issue the content producers will block the content themselves.
