What is the best means/technique to creating a world for a fully-fledged novel?

Its not as easy; J.R.R Tolkien (Lord of the Rings) spent his entire adult life creating his world; however, building a world starts with a backstory/lore to establish laws and conventions. Later on, events and interactions enforce them and therefore, making a place that interacts and lives.
