I think you need to keep your choices open. Hiring & recruitment technics depend on two main approaches: headhunting for senior & executive levels & talent acquisition for middle & mass staff. Acquiring talents via both options listed in the question depends on the field of expertise, knowledge, IQ & successful expression of capabilities.
