Do you think that creative writing is a skill that can be taught or is it a talent that an individual is born with?

To me personally, its something I want my audience to read; a vehicle for my thoughts therefore, my plot, setting, characters are based on what I saw. Hence, you can say its an acquired skill that can be improved by teaching; teaching writing techniques.
