In this millennial age, yes it is one  of the most powerful recruiting tool. Technology has certainly become an integral part of today's hiring process. It's feasible nowadays for a job applicant to not visit the work location or even shake hands with his future boss until right after receiving a job offer. 

It is one of the most  powerful tools, but not the only one. Internet can bring you closer to the candidate and give some ideas of the strategy to use. However, Internet is only the first step in the recruitment process. 

In the current scenario, yes it is one of the most powerful recruiting platform (especially due to online job portals and social media recruiting).
