Why is electrostatic precipitator placed along with Scrubber?

Electrostatic Precipictator is too much enviroment friendly it convert gas molecule into the liquid by high voltage then it can collect physically but the remaining gas are not allow to introduce into the enviroment freely for that purpose Scrubber is must place with ESP.
