Why is the steam Turbine efficiency is less than 40%?

The steam Turbine efficiency is less than 40% because almost 40% of thermal energy is lost in Cooling tower.  In order to get enhance the efficiency glanding concept is adopted to run CHP(Combine heat and Power system)

The efficency of steam turbine is low due to Coolong tower operation. Almost 40% heat is disspated to envoirment through cooling tower.
