International Marine Contractors Association have only guideline ,no enforcing law still most of organisation follow /ask IMCA certification?

When IMCA is not a govt. body nor it is law enforcing than why its certification shouldn't be made mandatory where as maximum diving accidents has taken place under the supervision of IMCA certified diving supervisors.Still IMCA certification are asked rather than the government cretic action why?
