Can a peach tree start growing from a peach seed?

Yes, of course. The only issue is that it will be genetically different to the tree that it fell from. So it may not produce fruit which is as good quality or as abundant . That said it may produce fruit that is better than anything yet developed. For interst sake it is worth planting it and seeing what you get - just don't  be dissappointed when itis different to the mother plant.

Yes, of course, but it needs long time until becomes a mature tree and gives fruits. and the fruits will vary form the mother tree.
