It all depends on the personality of the graphic designers. But as per my experience the older you become the more simpler your resume becomes too. Young designers who don't have a solid background portfolio need to express their artistry through their resume. But not all, I saw young and fresh designers with simple resume but has a solid artistic applications and executions.

I prefer simple one but when it comes to on-hand test boom, will deliver solid stuff. I rather choose a small box with solid art execution than big boxes that are empty. :)

Simplicity always attract eyes, designing a CV in a simple & professional way ll be more greater than to design it with the support of graphics. Easy to read situation, perhaps graphics element can add value into it.

It would be great if the resume was designed and matched with a corresponding formal cv. Having both will be an aid for hiring managers. However, some platforms require a minumum file size which gives the applicant limited data for his/her submission, therefore he/she only submits the formal cv since the designed cv contains a higher file size. And reducing the the designed cv's file size will also reduce the design quality, that will look very pixelated just to fit the required mb. So, it depends to where the cv will be given to.

I prefer a little touch of infograph in the CV, in the sense of putting Icons and shapes to give a little artistic touch to the resume.

it should be designed.. its his first impression for the company..

No need for design the important is the content. Anyways you can test the skills of the applicant upon the process of application and check his/her portfolio.
