How do we measure the actual probability of exposure to real world liabilities and threats, as balanced against assumed liabilities?

It can be said the use of air travel is a low risk scenario when logically tested. On the other hand it can be said road travel is a much more dangerous means of travel. Resultantly, assumed or threats are not always valid concerns as we continue to see road travel as the most dominant mode of travel despite the assumed risks.
