it's a loop, bad persons in bad places ( I mean HR & MANAGEMENT) which need a third party assistance (external auditing) to give them recommendation & best practises

The company's performance appraisal system has an important role in this. Besides the talent management system applied by HR which can identify the current set pool of competences and how it could be used in different needed areas.
