What do we need to improve? The quality of education or the quality of a teacher?

The teacher is the medium which will make any education pleasurable and therefore efficiently learned, or, miserable therefore a bad experience.  However, a completely good quality education implies both the adapted education content + method to learners, and, a good quality teacher. 

In other words, there can't be a good education with a poor teacher, no matter the quality of the Education system.
