What is effective and efficient in the context of an Organization and how does it relate to overall Objectives and personal goals?

Service desk says that it is an overall process to improve IT functionality across the organization. This is good for any company to be cost efficient in terms of unwanted expenses which can be controlled but not the cost of IT Services. If any one will be able to achieve this goal then his/her overall objective is also validated with regards to his working profile.
