Were some people born lacking the ability to learn a foreign language?

In my personal experience, I came to the conclusion that it is possible that some people are born lacking this specific ability just like any other ability. Languages have international concepts even if the languages have very different origins; grammar and logic concepts are somehow similar and universal regardless of the language. I think that this category of people actually exists!
