You can use FMEA (Failure Mode and Effect Analysis) and than base on previous maintenance history you can make OCAP (Out of Control Action Plan) flow charts.

But you have to measure you new engineers skill and than you can skill mapping of your engineers so you can make some program for the maintenance.
