Money is an issue to everyone and according to Herzberg's two factor theory money is just a hygiene factor to which when present will not necessarily cause satisfaction but rather job satisfaction should be inclusive of doing work that is meaningful, to be recognized, to have opportunity, high achievement and these are in relation to Maslow's High level needs on his hierarchy.
Therefore, to answer the question, i would rather go for both otherwise the motivation tools will be lacking somehow for me.
