I believe that the manager have to ensure all staff know that he want to hear their ideas.

Have brainstorming JAD Sessions, encourage rewards for creativity, if time allows, allow team role swaps to encourage and get different ideas on doing things on different tasks, allow ideas to materialize, this will create encouragement amongst the team.
