Why "Referrer Spam" is not on Google Analytics?

Because It comes from many sources, and the way Google Analytics works is that it cannot discern referral spam from real referrals.

The only way to keep them at bay is by putting the referral spam domain / url in you Analytics filters,

or add them to your .htaccess file.
