What is the most relevant basis on how to choose a strong Leader or Manager that leads a strong team? Is good leader a good follower?

I leader is very important fact for any organization, a good listener is good presenter/expresser. 

A leader has the essential task to keep the team motivated to achieve the purpose for which it has been set up.

A leader has to be good listener, fair and appear to be fair, should encourage and motivate members for their contribution.
