in addition we can use fast track techniques or crashing which are very famous in project management. For instance, resource adding or compressing activities in CPM if they are applicable.
Its a serious issue all over the world. You need to plan for the own plan, it means while you are scheduling you should have a plan B for your plan. For your plan, you should have a detail-oriented WBS and it should be prepared for consideration of the whole team members including the project staff too.
Change management team should act quickly in order to cover the uncertainty and deliver the project within its constraint.
A team should engage to assess the specific problem and find out the root cause of the problem and better plan for other projects. Never forget to learn from the experience.
Client(you boss/Market) doesnt understand Technical Delays in their terms so if delay occured admit it no need to justify anything else.
To handle technical delay in my opinion is to compensate your client with whatever (in your capacity) you can offer. Plan for it upfront.

I will assemble my team & discuss with all of them regarding of technical issue/delay so that all team members of unit thinking & solving of a strech time & will reduce the time to solving or handling of any technical issue.
Firstly, We have to know the reason behind the delay. After that we should know cause of delay and accordingly do stepwise process to overcome delay.
Proper PLANNING is more Important to prove ,acheive avoid delays work Technically in all aspects.
Do not take decisions quickly, Step back and follow simple points:

Come up with game plan
Discuss with team/management
then execute
