Which criteria do teachers use when selecting teaching methods for different lessons to meet curriculum objectives?

Teaching english as a second language must be first put into consideration before starting giving lessons . Then a teacher needs to study the receiver's abilities .I think these are the most important criteria that the instructor have to consider.
