Who has has a legal instruments to assess environmental impacts of project in urban areas?

The responsibilities will be for those who is certified to assess the Environmental impact of one project in urban areas.  but, the sole responsibility will be for those governmental officials who works on the environment section of the government in order to assure a professional and follow up the implementation of EIA on projects wether it have an impact or not.
