How to deal with a situation, when we have manufacturing targets but workers leave the company in between?

workers go and come but that does not affect the manufacturing target of companies..
if one goes than other will come its just that new worker is to be given training but there will never be change in manufacturing process

The HR department should be smart enough to handle such situation. they should hire some casual staff on payroll and some they can keep on training. They must have sufficient people waiting for the job so in case of requirement they can hire them.
