How can we control the traffic of whole city by using the LEDs(traffic signal controlling) ?

Rather Than Using the Hallogen bulbs, LEDs are the trend. The traffic signals can be controlled by using 555 Timer. Which will count the time for which the next LED has to glow. for this purpose there a decade counter which will support the process.
