Why do banks get to create money out of nothing?

No bank is allowed to "click on a computer and create $100 instantly" except the central bank and they also cannot do this at their wish. "Officially" the financial sector is well regulated and any bank has limited resources with them. Otherwise non of the banks would ever go bankrupt.
