There are different levels of draftsman. The job title has changed over the years and many high level draftsman are called project managers. In the industry, working professions are either called an Architect or a draftsman. That is determined by whether the person is registered or not. So a draftsman may perform the same duties as that of an architect but doing so without the State's qualification of an architect.
I am not sure how to answer this question, since I never did only CAD ... however I would think that you should have a good knowledge of the subject, which in my case been a31/2 (4 year) apprentice ship in Mechanical Drafting which includes civil and architectural knowledge.
I obligations are to do a great job, understand the subject, help others to find mistakes, program small sidebar menus... learn how to load a computer with the program... create and save a seed file for others to copy... help others with problems in their drawings...
Or in other words what ever is needed in the Engineering office or Company you work for ....
Once I encountered a Secretary which claimed she could do my work ...
