Usually, such conditions take place ,once we have weak HR within the company, or bad communications between internal department(s) & HR, I believed prior conditions can be eliminated,once new hired Employee(s) signed Job description, so he can really recognized that his new employeer(s) understood his strength & interest.

keep your moral high, when you are under utilized you'll have extra resources available use them to further enhance your expertise and in parallel search for a job matching with expertise.

 Never be negative and for the benefit of hindsight you can always find things to do better, of course, but off the top of my head, I can’t think of anything of major consequence. I  have never allowed myself  to get bored with a job  Perhaps I’ve been fortunate, but that I’ve never found myself bored with any job I have ever held.  I’ve always enjoyed hard work.
