In Photoshop, how designer will modify one image from one layer to another layer?

If you want to copy image to layer for modifying, you shall select layer for copy from. Than click on "Create new layer" button in layer menu. Another way is copying it by Ctrl+C and paste to empty layer. You can do it with all layer, or you can select part of image by selecting tools.
