Do “Business development professionals“ frequently cross-over from investment banking ?

Do not start, but a way to help dramatically

I have no knowledge of the investment banking sector/industry.

But based on logical thinking, I think that since investment bankers understand how cash flow is consumed by a business entity they can contribute positively as business development professionals. However, if they do, I think they would pay less attention to company culture and customer satisfaction because that's how I see investment professionals, like Kevin from ABC's Shark Tank says "I only think about the money".
