Who can be a good administrator, fresh graduate with some experience or SSC passed with good experience ?

Of course, good experience is essential. But many factors depend of the inner feeling of situation and character of the person. Attitude to work and your team

Both can be good.

My answer is fresh Graduate with some experience because a SSC passed Could not be  equal to a highly educated person. 

Let us consider his freshness, then what is advantage of expending his good days of life on education. 

Yeah of course,  experience is much important but related education is also as important as experience. 

Today we are facing that issue.  Organization's need highly experienced employees instead of highly educated people. 

In my opinion both because everybody learn and got experience in this world with time.

ITS DEPEND WHAT KIND OF ADMIN. U WANT

both can do that but its depend  in good experience and excellency in work.

Someone with good experience.
