Do you think security management in failed countries ,could be recovered easily? What is the best method to enhance skills of security managements?

I do not believe there is such a thing as a failed country, there are many countries that are struggling politically, economically and ethically. I believe the introduction and reinstatement of a robust security management system is via appropriate partnering and the implimentation of a gentle education process.
