Since Quality is a support service for Production and it actually starts from Production itself, there is no Special degree/qualification for Quality Control. But an Ideal Quality person should have good manufacturing and process knowledge he/she is working in.

Skills does matter for a Quality person. Skills like Quality Tools, Statistical Analysis for finding real problem, Problem solving techniques, Lean System are few of many Skills a Quality professional should have.

Ideally a candidate should be an Engineer with sound knowledge of Supply Chain with good Analytical skills.
