While providing clerical and administrative support to the concern authorities how do you do value judgement?

While providing administrative support, it is clear that one must follow the guidelines set by the employer, as administrative support is a reduced level of decision making on its own, but still one has his freedom of sharing opinion at any time and place and he can use it whenever he wants being in the professional boundaries.
