What will be your action as a HR if the company is not providing salary on time or on fixed date to the employee's ?

I have to explaine the reasons behind that to our company team members 

find the reason first and if the reason is genuine and in favor of company speak with employees as a friend not HR and tell them to be patient and assure them that you are with them and you'll try your best to make it faster. This works.
