I can think of two ways, making meetings with the employees and collecting ideas or discussing the company's issues AND collecting data and analyzing it through questionnaires or surveys.

To accomplish this goal, you must be a democracy chairman who consult his staff before making important decisions in the company for the purpose of planting and strengthen confidence in them in addition to organizing courses in leadership and communication inside the organization for the benefit of employees.

Call the employees in a schedule meeting regular basis and listening their suggestions/advises and implementing the best suggestion/advise and rewarding them suitable in public, which motivates the employees as well to actively participate in the meetings schedule in future for healthy and prompt discussions.
