How to manage site works as site engineer?

scope,budget,time should be in consideration of a site engieer.

Site engineer has several responsibilities to work on, such as, 

1.The site engineer has to look after that the work is done as per the detailed drawing and planning specified by the consultant of that project.

2. wrote attendance of labor, supervisor, foreman etc.

3.Calculating the estimate of working day work such as, steel work, concreting work, form work, excavation, filling muroom, plastering,etc.
