Why is it so hard to find an honest international recruiter that make fraudulent promises of employment in order to take your money?

Does anybody know of any decent and honest sites where I might be able to find employment. No hassle, i'm straightforward and know exactly what I want, I am just having trouble putting a label on that "speciality". If I had to make a guess I would say people are my speciality.
