Are the quality circles efficient as problem solving technique?

Quality circles are affiliated to the philosophy of " Total Quality Management " . Their efficiency depends on an organization's quality management standards & practices . Though it is an old technique, it is found to be effective if supported & practiced properly and thanks for the invitation.
