Is it true that the overall salary scale level in Saudi Arabia as offered by different employers have gone down during the past few years?

Due to Ministry of labor's steps for promoting subsidization, lot of companies either let non-Saudi employees leave the company or transfer them to other sections with low salary.

Yes that is true to some extent but some of the multinational organizations do not follow this strategy.
