Do you agree e-Learning is a blended mode?

Not too much ! I would rather prefer e-Learning is a cold mode. 

e-learning can be a blended mode when it requires participants to be present onsite from time to time or for doing exams.

E-learning is good for self studies persons and for upgrading knowledge 

scientific studies and improve their academic, educational, which helps the employee to perform his or her duties towards currency

Not much, but , regular learning , gain weight.
