1. Technical position: Hands on experience.

2. Managerial position: Years of experience.

I'd say number of years of experince is given more important of course - even though I feel it shouldn't be the case. On the other hand it very logical because you employers can't gauge the talent of the level of expertise unless the candidate is hired and then tested for their talent while on the job.
