How to Block website on Intranet and disable or stop downloading on workstation?

There are Many ways of Blocking Website Depends on your Network Enviroment  like Setup a Proxy Server in your Network and make Sure all Internet traffice Pass through it the you can configure the proxy server to Block/Allow a Certain website

 ISA server, Squid Proxy
