Involving all departments into planning procedure makes it works on the ground. Do you believe in above? what measures do you take to make it happen or move it one step forward.

This depends on the project, its size, duration, complexity, sophistication, clarity or ambiguity, and other considerations ....
Creativity in planning may (or may not) be required. and if/when it is required, it may be at different levels per project specifics. So, I really do not see any point in generalizing an answer to such question.
