What is the benefit / shortcoming of operating in Saudi as wholly owned foreign company through SAGIA vs operating through an agent?

We currently operate as a wholly owned subsidiary in KSA through SAGIA. This poses continual challenges. Would working through a distributor / agent help / hurt?
