I think the first step is identifying the reasons behind the problem.
The1st step of solving a work related problem is to define the problem and to see whether the perceived problem really affect the outcome adversely. If not, avoid the problem rather than wasting time on it and the problem will get solved by itself.
When you start identifying the problem Remember that different people might have different views of what the issues are and different interest. Everyone will tell you the story from his point of view and from his interst
